I believe those are areas that were destroyed back during the Witch attack. I'm not certain though.

Mm. Well I know for certain that Shibusen also keeps staff there, so it might be possible that it's still considered a target area, or perhaps there remain Kishin about.

Just call it general curiosity for now. Having it secured and guarded leaves one suspicious as to what lies beyond the barriers.
