They're incompetent at best. They treat the would-be army that they've dragged here like a bunch of damn children who should hide under the covers at the first sign of danger. They've not offered basic training equipment, they waited until a murderer had killed more than 20 to bother--Tch. [He stops mid-sentence. Apparently he's sick of playing the messenger.]
