Perhaps malevolent is somewhat unfair. They're wicked in the same way that an overly curious and careless child might be when examining an anthill--eager to provoke reactions from weaker creatures, and not terribly concerned about the well-being of said creatures.
Having said that, I doubt that they control everything. We have a certain amount of influence on the City, I suspect, although there's no telling precisely how much. It has also been confirmed that the deities answer to powers higher than themselves. Whether or not these higher powers are directly involved in the City's affairs has yet to be seen.

They do on occasion, yes. One of them posted on the day of the earthquake, and they frequently respond to entries if they're personally called upon for a favour.
The deities I'm familiar with are Laszlo Jamf, Lenny, Lina, Mouse, Sabine, and Virginia Lupus. They do change on occasion, however, and you're most likely to hear from Laszlo or Lina than the others, I believe.
