Police force is a must, as we have already dangerous terrorists running around freely. Someone most protect innocent people.

Would you prefer one person in charge? Making all the decisions? Allow them to force their rules and beliefs upon all of us?

I myself would not like that. Allowing everyone a say in things, in how things are run, it allows fairness.

Yes, if and only if everyone has a voice it can be fair... the way you phrased things makes me fear that it won't. And I certainly don't want to see a - possibly armed - group 'running' this city.

I am for a council provided the ones in power have been appointed by the people. Perhaps five or seven people on the council (the odd number will assure there are no ties in any votes within the council that are held), each with their own specialties and fields to reside over. A wide spread would be beneficial. But these are only my ideas. I hope whatever is implemented will be for the good of the people.
