What does he do? He just kind of... stood there and watched Salieri and the scarecrow for a few moments, because, well, it was a bit amusing, but also because he wasn't really certain what he should do, if anything. He didn't recognize Salieri right off the bat, because well, though he seemed somewhat familiar, and his clothing was not like the usual sort of clothing most of Somarium's residents wore, Austria couldn't really place his name.
After a few moments, Austria finally spoke up. Clearing his throat, he stepped a bit closer toward where the man and scarecrow were going about in circles, hoping to catch some attention (but hopefully none from the scarecrow).
"Perhaps if you, ah... entered one of the buildings around here, the scarecrow would cease following you," he suggested, not really sure if that would work. But it was better than just standing there, was it not?
Both man and scarecrow pause at the throat-clearing. Salieri seems to consider Austria's words for a moment, before he nods. "Perhaps so." Unfortunately, while he's been considering this, the scarecrow has used this time to get close enough to Salieri to be able to rest both arms on his head. The composer looks mildly annoyed as he steps out from under the scarecrow, and heads towards a random building, which happens to be a chapel.
Unfortunately for Austria, as Salieri began to run away, the scarecrow turned its sights to Austria. After all, Austria was closer and not running away at the moment. So because of that, in the scarecrow's mind, clearly Austria needed to be scared away, as well. What does Austria decide to do in this situation? Why, what any normal person would do. He follows his own advice and runs after Salieri. Salieri was heading toward the closest building, after all, and if he were to run back home, there was no doubt in Austria's mind that he would likely fall over and become scarecrow bait.
Salieri reaches the door to the chapel and yanks it open, glancing behind him to see if the scarecrow is following. Instead, he finds that the gentleman who gave him the suggestion is following him, and then the scarecrow is taking up the rear. After a brief glance into the chapel, he reaches the decision that he can hold the door open for Austria and still get back inside before the scarecrow gets close.
[...he has just been saved by a young lady. He only feels slightly emasculated here (okay, maybe more than slightly, but you know,) but not enough not to do the graceful thing and thank her, complete with a small bow and everything]
