Javert ✍ 012 --> Inquiring Minds Want to Know: Who is the white-shrouded man?

Less than one week ago, Inspector Javert had a mysterious run-in with a stranger dressed in white. When he attempted to approach the stranger and ask him a few (somewhat) harmless questions, the man chose to run. Any man that chose to run from the authorities, reasoned Javert, was a man worth his weight in gold to any police officer. Any man that ran in the particular fashion that this stranger chose to - up a vertical wall with hardly any footholds to assist him - was a whole mine of riches. It was time to put on the investigative hat. Sure that the he was on the trail of a great catch (and eager to stay out of the office when Franziska von Karma lurked close by), the Inspector decided to spend the day's lazy, calm patrol route glibly inquiring random passers-by about whether or not they have seen such a man. He would begin with a straightforward question, usually targeting people he has seen quite often on his daily footpath:
"Have you seen any suspicious men to-day?"
