Though he's still sort of dressed like a magic girl, it's not really because he's in costume, but more that he sort of got stuck in the outfit after viewing someone else's dream. Though he doesn't seem to mind. In fact, he seems to be happy enough about it, all things considered, especially since others seemed to be in such strange outfits.
Understandably, it was the fact that she was handing out candy that drew Ion towards her in the first place. "May I ask what the occasion is?" The whole Halloween thing was a bit foreign to him.
It doesn't seem to bother Yuri a bit when she's asked about the occasion. Turning to face Ion, she gives him a polite smile, glancing down at her overflowing treat basket before regarding his inquiry with an answer of her own, "Today is Halloween. It's a holiday where those who celebrate it dress up in costumes."
Motioning to her basket, she reaches in and fishes out a small piece of wrapped chocolate and then offers it out to Ion, "Children get to have the most fun with this holiday because when they go out during the evening, they go door to door collecting candy."
"It sounds like a fun day." He could only imagine how much fun it would be to dress up as something else for a day. Perhaps one even pretended they were what they dressed up as. ...it also must have been more fun to choose what one was dressed up as, but he wasn't complaining at all since he tended to take everything in stride.
"It sounds like it's a common thing. Is it?" What he really meant was that it sounded like something that wasn't just regional, but he didn't quite make it that far and simply went with 'common' to be all-encompassing, instead.

I'm doing very well. I was just on my way to the Day Care with some candy for the children.
