[ She is, in fact, waiting outside for him. Because it would only make sense for her to be waiting somewhere where he could actually see her, lest he just fly around the city aimlessly.

When a shadow starts to pass overhead, she peers up in time to see him. And after a moment's hesitation she raises her hand up to try and signal him. ]

[He's so distracted by looking at the buildings that he almost completely flies over them. But the waving does finally catch his eye, and he has to flip around to correct his flight back towards them.
