It really is, It's hard for Prinnies to get money in the first place, and what's worse, it's a fairly high amount of money!

Though I guess it is a fail safe since most prinnies wouldn't work to atone for their sins if they could get out free..

That might be true, but it seems a little funny that money is the measured used to weigh if a Prinny had atoned enough.

Uh... just when you have enough HL... um... if I remember right, every so often, there's this Red Moon thing... all the Prinnies then go and meet up with Death. There, they can buy a ticket back to the world of the living, if you have enough money... not sure when the next red moon is though...
