Question: How do we act out the scenarios? Will it be through a log, or is it during the down time of the character?

The bi-weekly scenarios are for the player's convenience to bolster their activity and provide a starting point for character interaction. Usually that's through logs but it doesn't have to be. Mentioning it in a journal post, or just bringing it up in comments is fine too. Characters can even ignore a task completely, although if they do that repeatedly the faction leaders might get annoyed.
