Why can't Congress just leave it up to each couple - to file jointly or individually?

I think there is some leeway, actually, but changes in deductions/credits. (we haven't covered it yet) but this publication from the Congressional Budget office was pretty interesting: http://www.cbo.gov/showdoc.cfm?index=7&sequence=0
