I don't know about where you are, or in Britain, but here in America, the old "The Welfare State encourages laziness" is a code that the Conservatives use to mean: "It's your own damned fault if you're poor -- you just don't work hard enough..."

Well, I was just saying that that phrase suggests what his policies would be, even if he doesn't actually say so in exact words -- he'd "fix" the programs by dismantling them.

At least, that's how it reads to me.
