When Kou's from, the Japanese government has declared digimon abominations and a menace to society because they're made out of data and is arresting everyone who's been involved with them... This after Kou and everyone saved the world again... So Yama's in jail, all the Chosen are criminals, and Kou, who's been trying to keep everyone out of jail, has a Y350,000 price on his head.
