This sounds a lot like Blood Bonds by Phoenix. Harry and Severus are vampire mates in this story, and although there is a scene where Albus tortures Severus while he is reporting after a DE meeting, Harry isn't in the room with them at the time, he's connected to Severus through a mental link instead.
