Snape for some reason is living with Harry--I think it was some form of punishment or probation for Snape--keeping him under supervision, or perhaps Snape is recuperating. In any case, Harry is doing his best to make the conditions non-stressful for Snape, but at one point Snape starts wandering around

It's one of the two - or more, I can't remember exactly it's been a while - fics in which post-Voldemort Snaped lived and was sentenced to house arrest under Harry's supervision in Harry's house; he's not allowed to leave or use his wand/magic, or his magic is bound, I'm not sure which version of the two/few this one is. I have to rush to work or I'd find it properly; I know one of the fics on this theme is The Fourth Year by Calligraphy - I read it over on skyehawke at the time - but I don't have the time to make sure it's the one you want. Hope this helps a bit though.

Both the Snape masturbating outside in the yard with Harry sneaking a peek and Snape walking around in his undies are from the basic theme I described above; I'm not sure they're from the same fic but the basic theme is the same.

Yes, Bred in Captivity seems to be the one I was thinking of, although I thoroughly enjoyed the others mentioned.
