Can't remember the name of the fic but Dumbledore wouldn't allow Snape to take over care of Harry. Snape had to sneak to Figg's to heal Harry. They used to take him on holidays when the Dursley's left him at Mrs Figg's for their own holidays.
Yes! It was a house by the sea and after Snape wakes up after the war he and Harry go there with Ginny and perhaps Ron and Hermione. I knew Dumbledore had something to do with things I just don't know if it was typical Dumbledore or something more sinister.

I know it's not the same but it has a lot parallels, "The boy who died a lot" though, that IS a Snarry, it's a great one, it has kinda a diary and lots of obliviate. Don't remember the author though.
Could it be Moment of Impact by Suite Samba, with sequel Regards, Harry. All I remember is that Snape mentors Harry at a seaside cottage, I think Shell Cottage. When they return to Hogwarts, Snape and Harry must maintain a public face of enmity, but correspond through letters that attach to homework assignments. The stories are (were?) on the Potions and Snitches archive.
No, not those stories. The main guardian/mentoring action takes place pre-Hogwarts and then again post DH. You can find the Moment of Impact series on fanfiction.net.
