One thing to try is to put a phone number on the cat. That's worked for some people I know. All it does is help you try to determine if the cat has a home, but it can be a relief. I've seen it from the other side at least twice. My friend's cat came home with a phone number, and so did my dad's. In both cases, the other people were suspicious because the cats looked healthy and cared for, which they were. But it's interesting to note that in both cases the other people also wanted to adopt them if they were homeless.
