hello! no worries, feel free to ask anything anytime. Shipping to 22150 would be $5, and sent priority. I can't say for sure, but the range of 96-106cm given generally indicates that that is the amount of stretch the fabric has. It most likely won't be too tight, but at the given max range at 41", I'm not sure if it will be baggy enough for you.
