Thank-you. You've just addressed pretty much everything I've been bothered by about this, and given me a great deal more background - the grand jury PDF helped a lot on detail - than I'd had.

It jives with most of what I've seen from universities I've interacted with on similar matters, local PD in university towns, etc. In at least two towns the PD would refer victims back to campus security or deliberately intimidate victims such that cases went unreported.

*shrugs*

A mess, and I'm frustrated that tossing someone under a bus seems to be the standard university reaction to, "Status quo went public."

having lived the grad student life and having had to tell undergrads who they needed to talk to to report what sorts of things ... I unfortunately understand how f'd up crime reporting on any university campus can be. It's almost as though they want to extend the kind and caring umbrella of minor-hood to people quite squarely above the age of 18 -- giving lenience rather than harsh punishment because stupid kids are doing stupid things; they'll learn and not make the same mistake again.

It's incredibly disturbing. I'm sorry that the events happened at PSU the way they did, but I hope that it might provide some impetus for change across the whole country regarding stuff like this. It's been awful for a very long time.
