I like the look Jack gave Martha when the Doctor was talking, before he said 'you too'. She's not the only one the Doctor doesn't notice in that way, and I'm still not convinced he felt anything more than friendship for Rose (but that's an opinion that's in the minority I know).
I think Martha would actually be surprised by how much what she has with the Doctor is like what Rose got from him. I think she thinks they were married or something.
Maybe once they've got rid of the Master, Jack might point out to the Doctor that he needs to talk to Martha, cos I'm pretty sure the Doctor doesn't have a clue. Umm, I feel a fanfic coming on, plot bunnies are busy working away ;-)
Yes, you're right, it was a confusing line, come to think of it. Because burning hot subtext aside - the fact that they have been having UST all season, and the fact that Rose didn't get anything much different by way of concrete displays of affection - Martha actually told John Smith in words of one syllable that she loved the Doctor, and the Doctor retained all his memory of that time. This was like three weeks ago, our time.
Of course, the simple explanation is that the Doctor's a bit of a git.
Unless there was some weird psychological reason it was just... actually probably into OOC territory because he's so casual about it and the Doctor's not that oblivious. He might think Jack just fancies everyone, but he knows Martha's got some deep hurt about the whole thing.
I was almost at the shouting at the telly stage at that point. Perhaps you could hand wave it away by saying he's so worried about the Master he's being even more gormless than usual about humans, but it still came across as rather gittish.
