Yes, it certainly becomes worrying when an elected official, even the President, is deemed to be above criticism. Makes you wonder who he is answerable to.
Also worth noting that electricity utilities are much the same here in Queensland, bare bones and subject to political whim. As Solomon said, there is nothing new under the sun.
