Sorry, that was random, though a fine classic example of syntactic ambiguity. I was just feeling gleeful because I just got done rambling about activated meanings in a comment, and then I read your post and was embraced by linguistics. =)
"Working on" might not be a constituent, but "working" is. I am thinking now about how in Loglan you have, always, relationships in the primitives -- turka doesn't mean "work," but rather "X works/is a worker," or really "... works on/at ... with goal ...", where the blanks in the sentence need to be filled with stated or implied descriptions.
So you need a sentence to get meaning. Which jibes with Eco. =)

I haven't studied any man-made languages as of yet. And, in fact, most of the linguistics professors that I've talked to about them have some rather nasty things to say about at least some of them. No one seems to be a fan of Esperanto, at least. =^) And I'm very tired so even with your example I'm not sure what you mean by "relationships in the primitives". I'll come back to it tomorrow. *dies*

I totally agree with you on D.O.A. I enjoyed it for the sheer 'sit back and don't worry about a plot' factor. And yes, Devon Aoki is utterly scrumptious.
