well... he had already disscussed with the guys that he want's to romance chloe... so, the guys were putting in input... victor helped as a waiter... and ac as a cook... and bart... well... bart never gets serious about anything! so it was just natural that'd he'd do stuff he wants...

and yes, chloe would rather love a valentines surprise from the heart and not with the cash of ollie... you know, like he has to earn her love not buy it!
