I'm sure their uncle, the ambassador, has been trying to reach your regarding the 3 million dollars, of which he would like to offer you one third. They are just trying to, please, get your bank account number to complete the transaction.

But really, calling on the phone is a new one. I know there were scams going where people set up numbers in the Caribbean or something and if you returned the call a huge fee would end up on your bill.

What was the message they left?

the message was more of the same static through which you could just make out music.
no voices whatsoever.

perhaps i've been picked on by really stupid scammers.

That's really bizarre. Maybe it's just a setup for the scams to come and to see what time you'll answer the phone.
