Does this mean that evil!shitennou count as monsters for this month?

Nope, Shitennou are just dudes. However, Shitennou of course can be in there (ex. Jadeite/Tetis fic OR the boys as werewolves or something).

I was tempted to say no, but it could be argued that the thing that possessed Hotaru is in fact a monster, so the manifestation of Mistress 9 is one as well. So yeah, this is good. :)
