I know, right? Now to be fair, every other neighbor we've met has been more than gracious and welcoming -- and, interestingly, all have warned us about this guy, basically laying out that he's unpleasant.
It kind of made me miss my pot smoking, dogs-always-barking, parking spot hogging, loud, partying neighbors back in the 'hood!
THIS IS A THING FOR SOME PEOPLE. Some folk have a mildly obsessive territorial thing about their property that they don't even recognize until a vehicle not looking for their house actually comes on their driveway and the feeling of violation is profound. Their problem is there is nothing they can do about it unless they choose to ask their neighbors to police their visitors etc.--and come off like a serious douche, as you've noted. I've had to listen to friends/family vent on me about people turning around on their driveways, walking through their yards, etc., and I've said to them, "Vent away. Get it out of your system on me, because there's no way you can ask your neighbors not to do this without getting a reputation as 'that nasty neighbor.'"
So, yeah, you have zero obligation to do anything about your neighbor's request, because, hello, not a thing you can police. But he can't help but be made nuts by it and that's why he speaks up. Sigh.
