Just don't consider yourself a failure when writer's angst shows up. If you can't write, edit. If you can't edit, then pick up your manuscript and walk around your home for a few minutes. At least you'll have touched it. It happens, just accept that, and you'll start to find ways around it.

Ah, but if you can now look at that story and realize that it doesn't have a plot, then it's an indication that your writerly skills are growing by leaps and bounds.
On the other hand, plotless stories have been known to sell before. If the story is otherwise satisfying, lack of a plot shouldn't stop you from submitting it elsewhere.
Writer's angst is kinda like allergies. It's always there, but it flares up on occasion. I've been battling it this week as well, along with genuine allergies.
I find Writerbo helps me put things in perspective. Look at all the pros posting on there saying that's how they feel. Neil Gaiman linked to it. 'Nuff said.
