My friend Mac in London and I are trying to figure it out. He says they look removeable.

Perhaps they are to protect the sculpture during work,and since it's a listed building have to be super fancy?

yes (mac here - now i can post to LJ via openID) it seems to be semi-permanent - i.e. its too well made to be temporary. But there’s holes in the ground that its inserted into - so it is removable.

It is however TERRIBLE!, you can barely see the horses poking over the top. surely if they didn’t want people sitting on it - some sort of glass or wire fence that doesn’t block the view would of been achievable - this is the 21st century after all.

And its not like what’s there is cheap - ironically its got the horses silhouette cut out of the sheet metal bits at the top along with the name of the theatre in the building - “The Criterion”.

very strange. i tried googling "Lillywhites fountain" and couldn't find a reason for it. Call Westminster council for us, will you?
