Of course eBay gets a percentage of the final bid price. That's how they make money. What that seller is doing is called fee circumvention, and is against the eBay rules. The odds of eBay doing anything about it on a such low cost items, however, are virtually nil.

You may notice that a lot of sellers who pad their shipping also offer a generous refund policy. They can afford to, because if you're unhappy with the $50 item that you just paid $5 plus $45 "shipping and handling" for, all they have to give you back after you've returned the item is the item cost, $5.

Yes, sellers have been padding out shipping because of eBay's fees for awhile. I wouldn't be surprised if they were padding it for the Paypal fees as well since eBay is pretty much forcing sellers to accept credit cards now.
