I do most of it before (especially the smudging directly around the object) and make some minor touch-ups once I've resized.
So, in general I'd say it's easier to smudge before you resize, because that way you have a lot more control over the space and it gives a way more accurate result. Smudging at 100px can get really messy.
It's also just a personal preference. I'd suggest trying out both and finding out what works best for you. :)
this is fantastic! Incredibly helpful! The smudge tool was already my best friend but now I love it even more! And I never thought of using the lighten tool to even the background out! (but uses burn tool to darken stuff up *is idiot*)
I gotta say I've grown fond of using negative space... or rather not using it but making it look good... or something, you get the picture. :D Problem is: I suck at it. *g*
Negative space is possibly my favorite thing in icon-making EVER. I used to think I sucked at it, too. But it's really just a matter of practice and patience... ;)
