I liked the way it worked in wintergameskink (the rule was anonymity at all times, but it wasn't enforced). If people wanted to comment logged in they could without the mod deleting all their comments, but most of us still stayed anon.
So if there was a rule, I'd like it to be that it's not required, but that it's preferred.
I agree, and I'm a hardcore anon purist. I would rather just put people on my secret enemies list than have the mods actually delete logged-in comments.
I think it should be the kind of thing we enforce, not the mods. Like, it should be a community standard that no one comments logged in so everyone who does feels bad. or something.

Yep, reposts are A-OK. I'd say there's no need to mention that it is a repost, unless there are previous fills on the old thread, in which case I'd link as a courtesy, so new readers can find that fic.
