What is with the plastic bag on the heads?

My mom has a bouffant hair-do that cannot get wet. When it's foggy, drizzling, snowing, or raining, my mother puts a plastic bag on her head for protection. So, everyone roasting her at her retirement party had to wear a plastic bag in tribute.
