Does this mean if the character can't specifically remember a place/person, they can still show up in the snowglobe? Kinda thinking since Kairi has some forgotten memories regarding her childhood in Radiant Garden, or is it strictly for things they remember?

Yes, you may use repressed memories or forgotten places.
