The shinigami, naturally. I had just cracked the encryption on a message I intercepted days before, but it seems their idiocy proved it unneccessary.

I doubt there's anywhere they could have all met in a group without making it obvious to everyone who can sense reiatsu.

But yes, that's the reason for the meeting. It's better to have a planned co-ordinated defense when the opponents will be captain level.
