I noticed that a list of escaped criminals was posted up, so that those who were so inclined could earn some money hunting them down.

These prison breaks. Are they common?

The earthquake enabled the escape of these individuals. In the past month aside from those, however, there have been three - but that number is, perhaps, distorted by the number of quasi-sanctioned escapes.
