Maybe. It's always depicted as having sewn-up patches of skin, though that's only the beginning of what they put together.

Yes, the killer takes a heart-shaped piece of skin from each victim!

But even if they're just doing it to freak people out, they have to do something with the skin afterwards. It seems like a waste to just throw it out!

Well, uh... maybe they just dispose of it as quickly as possible. You probably wouldn't want to leave evidence just lying around, anyway...

I mean, unless they were making some screwed-up quilt or something, heart-shaped skin pieces wouldn't really be useful for anything.
