Anything that has not been 'darkness proofed' is subject to some kind of decay after dark- apparently that goes for the plumbing infrastructure too.

Well, think about it- the state of everything out there- I stepped out briefly for the first time last night- everything is a disaster after sundown!

So you can imagine, the same wear and tear and contamination on the water system- and each 'darkness-proofed' building isn't equipped with its own treatment facility.
