[It's nearly half past four -- night is preparing to fall, and this Master was ready to blow off some excess energy tearing through the Darkness. But one must pardon a bit of childlike enthusiasm on her end... the lights are an unexpected treat

It is the Core. I am told that sometimes the frequencies change from within it, and it in turn affects the atmosphere.

That would be my educated guess. It seems to be too great of an effect to have been directly caused by one of the factions.
