[Castiel may not be the most adept creature ever at electronics or technology, but he's a quick learner and quite familiar with a phone. There was an advanced scientific experiment that went wrong. The Core malfunctioned, and now it keeps pulling people here from other places. That's about as much as anyone really knows.
