1: not many who were in a position to do a funeral, at the time. 2: ghosts do have a tendency to turn up somewhere they valued- in canon as well as just in general folklore- and we are nowhere near the basement of Hogwarts at any point in the book after Snape's alleged death. 3: This one is, imho, the most solid argument in favor of some people's persistence. Do we actually get anywhere said portrait would've spontaneously appeared, though?
Well, Dumbledore's portrait appears very quickly after his death. Why wouldn't Snape's spontaneously appear? I don't think there is any certain knowledge about how portraits act or when they appear.
3: The portraits of ex-headmasters always appear in the Headmaster's office right after they die, and Harry did go there after Snape's death. He lists all sorts of headmasters we've never heard of before, as well as familiar ones like Albus and Phineas Nigellus, but NO mention of Snape's portrait, or of any new portrait at all.
