Geneticizing isn't the same as townifying. One makes sure there is a range of colors with dominance (like you said), the other makes sure they will show up randomly (that's townifying). You have to do 2 different procedures in order to get them done, so only geneticizing doesn't make them show up on townies.

Also, if you did both things already, well, then I guess you have to be patient, I guess. There's a random element in it, but I don't think it's a 'fair' element, like all skins at least twice or something. It happens that some skins will show up a lot more than others.
If all of your skins that you want to see pop up randomly have been correctly townified, then you just need to be patient -- I shouldn't think that the genetic value of a skin inhibits its chance of showing up on a random sim.
Face templates should all have an equal chance of showing up, but a lot of things (in the sims as well as other places) are sado-random. If it bugs you that much (and you have University installed) you could use the Sim Blender (needs Pets or higher) to change a townie's appearance and then make that appearance genetic using SimPE (it is very simple to do).

I know there are more ways to townify things, though. You could try the batch-townify option in the Wardrobe wrangler for instance.
I don't know much about face templates, so I hope someone else will answer that one for you. :)
