Unfortunately, as far as I know there's no way to turn this off.
I use TJ's Crystal Ball from Simbology to find some sims partners (it allows you to filter to allow/deny teens, young adults, adults, elders, as well as playables, townies and NPCs); it will give you their top five matches, and it costs $1k and can be used over and over again. If you wanted to and had some money hacks (such as Monique's computer) you could donate any extra money each time you used it (so for instance, $4k for a top match the first time a sim uses it, $5k each time after that).
I second this. If the Crystalball is too expensive for your teens, you can always change its prize with SimPe. Also thanks for the suggestion with donating money after using the Crystalball.
