No idea about marriages not sticking but the lack of relationship building with an infant is... "normal". There was much discussion of this at MATY about this and it is by the latest version of the patch. Your sums will be able to build relationships with their child when it ages to toddler. But not through the Cuddle interaction because that's still broken.
