Can I make a garden center in the town?

I was curious as to whether or not we can make a garden center in Sunset Valley. I know there is one in Riverview, but I want one in Sunset Valley. I just don't know how to do it. Can I make one? If so, how do I do it?

Build a residential lot, design and decorate it as you wish, then move in a sim (preferrably a sim with high gardening skill). Have your sim plant whatever you want, raise the plants, and then evict them from the Edit Town screen. Everything will stay behind except for trash, bills, etc. Convert it to a Community lot and voila, there's your garden center.

Alternately, you can just save the one from Riverview to the library and drop it down in Sunset Valley.
