Even with romantic Sims, the move in option is under the friendly interaction, and even then only after they've talked to each other for awhile.
Also, if your household already has the max (8 on my machine) number of Sims living in the household there won't be a move in option. I think that's irritating because I'd love to be able to ask if my Sims could move into the other Sims house!
I know it's under the friendly interaction, but it's not there. I tried for several sim days. They could woohoo like bunnies but he couldn't propose to her and there was no option to ask her to move in under the friendly option. There were 5 sims in the house (and none of them pregnant).
I had a feeling it was just a bug so I moved him into her house manually in the edit town mode and now he can propose!
