DVDs

Hi - can anybody tell me if I can watch North American dvds on my British PC using Microsoft 'Power DVD' or anything else? I don't think my ordianry dvd player can play them but surely Microsoft is the same all over the world?
I'm a bit stupid about things like this - help??

Actually, computers are only able to play one region at a time. Stupid, I know. As far as I know you can only change that region 5 times before you have to decide which one to be stuck with. On the other hand most DVD players can be coded to play all regions. If you google for multi region codes or something similar you should find them.
