I haven't been to Veilstone (Hoenn either), but I've seen meteorites in Pewter City's museum. It's in Kanto.
I don't think they talk though.

All I got from them was that they stand for different things. The voices were defensive, then offensive, speedy, then uh normal. But I don't know what it means.

As you have guessed, the meteors are indeed from outer space, estimated to have come to earth when the legendary pokemon Deoxys arrived, here on Earth. The Veilstone city itself is built based on the surrounding rocks and the meteor.
According to scientific research, it appears to affect the Deoxys in a certain way if the Deoxys goes near each stone. Of course, the effects depend per each stone.
Of course, none of this has been proven, as Deoxys hasn't appeared in Veilstone city.
Note: I apologize for the glitches it may have sent. My pokemon are quite curious about the device, and this occasionally happens...

Deoxys! That's amazing; I've only heard rumors about it! And it changes ... that might be what I was sensing from them; the different effects! Wow, I would hope to be there if it ever did land in Veilstone. That's just too cool.

I've done some research on the Veilstone meteors, but I've never gotten to see them up close like that. ...I don't think anyone's ever thought of letting a psychic take a look at them, though. What do they say?

If you're a fan of the Space Center you should come see them. And, well, Ms Cynthia texted me earlier saying they dealt with Deoxys. I think that's right! They say what they represent: Defense, offense, speed. Normal.
