I haven't been to Veilstone (Hoenn either), but I've seen meteorites in Pewter City's museum. It's in Kanto.
I don't think they talk though.

A talking meteorite...?

Ah sorry, they don't actually talk. I guess... well, I don't really know how to explain it! I just sensed something from them. It comes from working with psychic pokemon I guess.

All I got from them was that they stand for different things. The voices were defensive, then offensive, speedy, then uh normal. But I don't know what it means.

Meteorites with voices that aren't voices, that sound somehow defensive, offensive, and then... speedy? Oh, I don't understand that at all! It's just making me more curious, though! I'll definitely have to come take a look at these. Maybe I can determine what they are.

Ah, Veilstone City. It's quite an amazing city, isn't it? Pardon for intruding; I am Cynthia, from the Sinnoh region as well. I know a bit about the meteors.

As you have guessed, the meteors are indeed from outer space, estimated to have come to earth when the legendary pokemon Deoxys arrived, here on Earth. The Veilstone city itself is built based on the surrounding rocks and the meteor.
According to scientific research, it appears to affect the Deoxys in a certain way if the Deoxys goes near each stone. Of course, the effects depend per each stone.

Of course, none of this has been proven, as Deoxys hasn't appeared in Veilstone city.

Note: I apologize for the glitches it may have sent. My pokemon are quite curious about the device, and this occasionally happens...

Deoxys! That's amazing; I've only heard rumors about it! And it changes ... that might be what I was sensing from them; the different effects! Wow, I would hope to be there if it ever did land in Veilstone. That's just too cool.

It's alright! Funny enough, Solrock can't stand this thing.

You... could feel the effects of the stones? That's amazing! If you would like, I could take you around the city, and explain the effects of the stone, and some of the surrounding areas.

My Spiritomb is the quite opposite. Actually, she's most likely the reason it keeps on sending glitches.

Hey, Tate! This is Green, from Viridian City. You're the gym leader from Mossdeep, aren't you? The Space Center there's pretty amazing.

I've done some research on the Veilstone meteors, but I've never gotten to see them up close like that. ...I don't think anyone's ever thought of letting a psychic take a look at them, though. What do they say?

That's me. Me and my sister. And you're the gym leader from Viridian too, I remember!

If you're a fan of the Space Center you should come see them. And, well, Ms Cynthia texted me earlier saying they dealt with Deoxys. I think that's right! They say what they represent: Defense, offense, speed. Normal.
