It's totally canon! Happens in DS9. They actually get married in that episode, although she leaves at the end because she doesn't think he's really in love with her. It's complicated but really sweet and man, I want to see them together.
Holic is both, though I'm watching the anime first- it's awesome and SO COOL. The art style is incredibly unique, and the costumes are among the best I've ever seen.

In fact, because its the Star Trek universe, we can explain the complete temporal discontinuity by saying that they passed through a rift in the fabric of spacetime that occurred between TNG and DS9. And because time was messed up in this rift, although it seems like DS9 actually occurs after TNG, passage through the rift's antitime puts it in the past. Or Q did it. And the flux capacitors are out of alignment again.

Wait, it does? How old is Luxana? When the heck do women reach menopause in the Star Trek universe? No way!
...Augh they're all so crazy OLD then! When can they stop having kids? There is no way she is having more children if she's that old! How old was she when she had Deanna anyway? It totally implied that she was at least sixty in TNG- how can she still be having children!?!?
