The peopla across the hall have the "chain-smoking mystery guest" over again. I have asked repeatedly for them to smoke on the balcony if they must smoke.

They ignore me every time.

Now I'm hacking up a lung and its pissing me off.

Smoking should NOT be allowed in apartment buildings! PERIOD!
If you have your own home, fine, but not in an apartment complex with other people in it who could be affected.

Ohio has a law against smoking in public buildings. I don't know what Missouri has :/
