Non migraine sufferers:

Do you have a problem with flashing police car lights? How do they compare with flashing firetruck lights?

(Migraine sufferers are welcome to answer too if they feel left out, but I've already asked two, plus myself, and the answer's been unanimous so far.)

Firetrucks only flash red.

That's the salient difference, I'm pretty sure. Whereas police cars flash red and blue. (And ambulances flashing red and white are somewhere in between in terms of painfulness.) Red doesn't really bother me, even when it's flashing.

They're bright and annoying, but not in a way that causes me problems. My vague impression is that police car lights tend to be closer to the level of my vision when I'm driving, while fire truck and ambulance lights tend to be higher up, so not quite as much right in my eyes.

Hmm, I feel like you have to be pretty close to them to notice the height difference. Like, only a few cars away. Whereas if I'm already in a migraine-y sort of state, and it's otherwise dark out, a police car can get me from a quarter mile.
